By the corporation or company that the user belongs too. Raiden defeated one of his enemies in a tough battle and he managed to pick his sword too.

Jetsteam Sam (Raiden's enemy that has this) used to be a mercenary and is an expert with the Murasama blade. He managed to take down a mob of 10 guys with automatic weapons when he wasn't a cyborg yet. This blade has the blood of many people and once this blade got modified into a High Frequency blade, it turns red.
